Fear is a wonderful manipulator the mental processes don’t work as well as they should. When you’re scared, and you don’t ask as many questions.

A God of Omnipotence powers wouldn’t need fear. But a mentally manipulating group of malicious intent. That needs and demands absolute unquestionable obedience would find fear a useful tool.

Assemble the people, men, women, and little ones, and the sojourner within your towns, that they may hear and learn to fear the Lord your God.

Fear God! Fear God! This is good advice.

Serve the Lord with fear, and rejoice with trembling. So that all the peoples of the earth may know that the hand of the Lord is mighty, that you may fear the Lord your God forever.”

God is a creation of the Devil and Christ, and the Devil wants you dead.
